Historical Analysis of the Military Draft Policy The Constitution adopted in 1789 gave Congress the "power to raise and support armies," but it neither mentioned nor prohibited conscription. The Framers left that issue to the future, although most of them believed that the United States like Britain would enlist its men rather than conscript them, and would pay for its armies through the power to tax. Not until World War I did the United States rely primarily upon conscription. The Selective Service Act of 1917 was adopted in large part because a civilian-led "preparedness" movement had persuaded many Americans that a selective national draft was the most equitable and efficient way for an industrial society to raise a wartime army. Woodrow Wilson overcame considerable opposition, particularly from agrarian isolationists in the South and West and ethnic and ideological opponents of the war in the North, to obtain the temporary wartime draft. (Berger 1981) For more than 50 years, Selective Service and the registration requirement for America's young men have served as a backup system to provide manpower to the U.S. Armed Forces. President Franklin Roosevelt signed the Selective Training and Service Act of 1940 which created the country's first peacetime draft and formally established the Selective Service System as an independent Federal agency. From 1948 until 1973, during both peacetime and periods of conflict, men were drafted to fill vacancies in the armed forces which could not be filled through voluntary means. (Gerhardt 1971) A lottery drawing - the first since 1942 - was held on December 1, 1969, at Selective Service National Headquarters in Washington, D.C. This event determined the order of call for induction during calendar year 1970, that is, for registrants born between January 1, 1944 and December 31, 1950. Reinstitution of the lottery was a change from the oldest first method, which had been the determining method for deciding order of call. 366 blue plastic capsules containing birth dates were placed in a large glass jar and drawn by hand to assign order-of-call numbers to all men within the 18-26 age range specified in Selective Service law. With radio, film and TV coverage, the capsules were drawn from the jar, opened, and the dates inside posted in order. And although our commitment to these current day conflicts has not reached a status where a draft would be needed, talk has begun to stir and its reinstatement could come in the near future. The Tet Offensive was unquestionably the biggest occurrence of the Vietnam War. While the military success of the Viet Cong in mounting a sustained revolt in cities across South Vietnam was virtually non-existent, the psychological impact it had on the American public was quite simply phenomenal. This effect was partially due to the reporting of the war by the media. To completely understand the impacts of Tet, we must first understand the goals of Tet. The execution of Tet was a failure on the battlefield; however, it proved to be an astounding success on college campuses across America. à à à à à The main objectives of the Tet Offensive of 1968 were to mount numerous uprisings in cities that were supposedly secure. The cities focused on in Tet were Saigon, Hue, and Danang. The idea originally came about around 1966. The reason being was that General Westmorelandââ¬â¢s continuous pressure constantly harried the North Vietnamese Army and the Viet Cong (Ford 33). The US armed forces were depriving their Vietnamese aggressors of what they needed most, time to plan. Around this time General Nguyen Chi Thanh was being reprimanded for his failures in using large-scale unit operations against the devastating firepower of US forces. Basically, if Thanh continued the war under these circumstances he would have no army to continue the revolution. The decision from Hanoi was that their only hope was to use a Protracted War Strategy and outlast the Americans (Ford 33). In 1967 Thanh died and was replaced by General Giap. This gave the decision makers in Hanoi a solu tion to their problem of adopting a sound strategy. It wasnââ¬â¢t hard to make a decision, they decided on fighting a long and drawn out guerilla war. Hanoi also expanded the debate to consider the views of others (Ford 34). Psychology was a factor in this war, the leaders in North Vietnam made sure of it. They realized that Vietnam was a political war for America. In fact, it was not uncommon for the North Vietnamese leaders to tune in to American broadcasts to see how the media handled the war. à à à à à On January 30th, 1968 the Tet Offensive came into being. Nineteen Vietnamese sappers blew a hole in the eight-foot wall surrounding the US embassy in Saigon. The offensive took the US by surprise. There were signs that it was coming but these signs were not given the proper attention that they required. The media in Vietnam was in disarray when the offensive first broke out and when they finally came back into their normal functions the damage had been done by misreporting and the chaos and confusion that swept the country. ââ¬Å"Crazy Homeless Manâ⬠It was sophomore year of high school and after a long day of taking tests and writing essays it was finally time to go home. My cousin and I waited for and then got into our regular train.As we got in, we saw nothing out of the ordinary; you had your regular business man with too much product in his perfectly combed hair, that seemed as though he had spent hours on it, reading his newspaper while tapping his overpriced shoes on the floor, screaming little kids jumping up and down and swinging from the poles while their negligent nannies, totally oblivious of the whole scene, sit quietly reading their new editions of Harry Potter, and finally the homeless guy on the corner seat wrapped up in old newspapers and a dirty fleece, probably found while searching through some garbage, trying to get a good nap in before he has to switch trains. ââ¬Å"Nothing different about this train ride,â⬠we thought to ourselves as the train left the station. Shortly after we took our seats, the homeless man awoke, stood up, and started walking around looking at people and sniffing the train. Everyone looked away as though to look busy, just in case the man tried to shout out his life story and then beg for money.Instead he took an old sock out of his pocket that looked worn out, and started to clean the train doors with it. He said, ââ¬Å"Child, this train is dirty! â⬠He moved around the train trying not to fall or lose his balance as he swept the floor with the old sock. He then took out an air deodorizer and started spraying it on the train walls. My cousin and I tried so hard not to laugh. We looked away so that we werenââ¬â¢t tempted. Our giggles and smiles soon changed into surprised, scared, frozen expressions as the man took out a lighter and said, ââ¬Å"I canââ¬â¢t take this dirty train anymore. â⬠I knew because of my immature eighth grade friends that when someone had an aerosolâ⬠¦

For four years the guilt still haunted my Mum
As we sat down for dinner or ââ¬Ëtea' as it has come to be called in our small two up-two down house, 174, Lonsdale Street, there was that same ominous feeling in the air that all too often filled me with dread and a sinking sensation in the pit of my stomach. That would set the tone for the remainder of the evening and most probably continue late on in to the night and early hours. The hunger that now eluded my whole body had earlier been forced to become a mind over matter issue as I struggled fruitlessly with my maths homework, but now, tea was ready. Unfortunately though, my hunger was no more satisfied even after I had ravenously finished off every last bite of my half ââ¬â yes my whole half ââ¬â of the gourmet dish of Heinz beans and sausage, so expertly cooked ââ¬â or rather opened from the tin ââ¬â by Paul. This was another tell-tale sign of what was to come in the next few hours. As per usual, the rather bland evening meal was complemented by certain happenings in our house that even I struggled to deal with as I maybe would have done in the past. By now, we had grown used to, and even begun to accept, the fact that Dad was no longer around to bring a sense of buoyancy and a friendly, smiling face to our home and our lives. Maths homework was left unfinished and certain D.I.Y jobs, such as the burst water pipe in the small dingy bathroom at the end of the landing, were left leaking. But we all understand that life must go on and we must stay strong ââ¬â if not for our sake, for Mum's. This was something we had done very well since Dad left. Just the two of us, until she found Paul. As soon as we finished our tea, Mum set about busily clearing the table as I put the kettle on, offering Paul a drink and anxiously awaiting his most-probable violent reaction. Much to my disbelief, he simply just declined the drink, but left the kitchen hurriedly, in a similar fashion to the one in which he had entered, irritably mumbling something about Janet and how he had had to put up with this for too long now and how he is not putting up with it for much longer. With this, my thoughts and fears were confirmed and my heart pounded once again. It had been plainly obvious from the second I awoke that morning that they had been arguing the night before and it would once again be Mum who came out worse off. The atmosphere was tense all too often in our house. It was impossible to tell when things would boil over, but it was obvious that the tension was always at a light simmer, biding its time and appearing to await the perfect moment. It was for exactly this reason that I never invited any of my friends round to sleep or even to watch a film or for tea. The whole environment and aura is too aggressive, too heated for others to understand. In fact, everything that happens in our house with regards to this situation is kept to myself. Just as the kettle boiled my mind jolted back into reality and I poured water in to each of the three mugs. I heard the front door close with a bang and the letter box swung backwards and forwards, probably hanging off even more than it had before. ââ¬Å"We shan't be seein' ââ¬Ëim again tonight,â⬠said Mum softly in her ever-calming voice. ââ¬Å"He'll be back,â⬠I replied tentatively. ââ¬Å"Oh, he'll be back all right. Drunk as a skunk, no doubt.â⬠She even said this in a subtle tone, as if she had seen it all before and was now finding the whole scenario increasingly monotonous. I decided that the best reply, was no reply. We sat in the lounge in silence. No sound apart from Matthew Kelly on Stars in their Eyes gaily welcoming some middle aged house-wife from Wales as Christina Aguilera. I glanced across at Mum, still glaring at the television intently, steel-eyed. She did not even look up, not a second thought. Nothing. Perhaps all recent happenings had hardened her to such petty behaviourâ⬠¦ When Gillian had finished her piece as Christina, I drained the remainder of my mug, said good-night to Mum and proceeded up the stairs that creaked more and more with each processional step higher, and to my bedroom. The only place of sanctity I could find. After having only a wash due to the broken shower, I wearily clambered into bed and took out my football magazine from my bedside drawer. The last thing I remembered before dozing off to sleep was groggily reading an article about the demise of Spain on the World stage. The lines upon lines of text slowly transformed into horizontal lines in my mind and became wood, lots of wood all lined up neatly, now vertical, forming walls. Fence panels. My eyes came into focus as I gazed around what slowly materialized into a beautiful open space, lined with borders and rockeries immediately before the mahogany slats, containing amazingly colourful trees, plants and grasses that thrived in the gorgeous weather. Now my mind caught up with my vision and I recognised the setting as our old house. It was peaceful. Perfect. Birds chirruped in the trees and a plethora of insects busily went about their duties. Bees buzzed in and out of open petals and buds all around the garden. Ladybirds landed gracefully on emerald green leaves and butterflies parading stunning spectrums of colour fluttered aimlessly in the gentle breeze. Beyond a finely pruned hedge towards the opposite end of the garden was a ray of light that glared brilliantly in my eyes. It drew me towards it with an almost hypnotic supremacy as I felt the heat of the beating sun on my neck. I stood over the pool and watched tiny insignificant creatures skate on the water's surface, backwards and forwards with no evident purpose. Gradually, large elegant petals floated down from an overhanging tree, landing on the surface of the water charmingly. One by one they came down in to the water. At first with grace, causing minuscule disturbances on the glistening mirror-like surface, but with each descent came a larger and more portentous landing until the pool was littered with petals that gave the water a mystical purple-red glow. At once ââ¬â or so it seemed ââ¬â the garden was silent. Insects and birds still seemed to buzz, sing and twitter contentedly in and around the garden, but no sound. Silence. I turned back to the pool to see its emptiness. No buds, no petals, not even a single solitary blade of grass. My eye lids opened with surprising ease to focus on the blankness of the familiar surroundings. Despite my disorientation, there were recognisable sounds from beyond my immediate surroundings. It took another moment for it to make sense. Mum? There was a loud, ear piercing smash, followed by a thud then an emotional cry of pain and torment! I was right. All my thoughts and fears were so damningly correct, but what could I do? Was I to go down? My mind wavered. Could I help her, or was it not worth it? Would it only worsen the situation? Could it only worsen the situation? It did on the previous occasion. Another loud scream later, followed by a familiar bang and it was over. He was home. Her haven. She whimpered in his arms, but he was oblivious. Immensely intoxicated by drink, he had fallen backwards onto the empty bottle on the table. Well, that was our version. Who would doubt it though? Her numerous breaks and bruises were plain for all to see. For four years the guilt still haunted my Mum. And Chloe, the result of that fateful night.

I often heard serious conversation coming from the conference cabin where all the senior staff members were de signing strategies to keep the fifty families in comfort. Doctors were seen examining patients before the take-off. With the final announcement, everybody went to their assigned cabin and we heard a loud roaring sound of the engine before it took off in space. There was complete silence for some time. Then I donââ¬â¢t remember anything after that. We all had probably died. The next thing I remember was being in bed with mom sitting next to me talking to my tutor-cum-god father about my health. I asked mom what time it was and she announced slowly that according to the earth it was twelve in noon but the this time was showing in everybodyââ¬â¢s watch for the past twenty years! My heart stopped for a split second and then before I could question this ambiguous fact uttered by mom, the tutor, John, told me that we were all injected a special drug that was designed to wake us when we reached near an island. ââ¬Å"Come Iââ¬â¢ll show from the windowpane,â⬠he said and lifte d me from the bed and placed me in the wheel chair. ââ¬Å"But why were we injected that drug? Wouldnââ¬â¢t growing up on the shuttle have been fun?â⬠I began to argue and just when my mother tried to change the topic John said to her, ââ¬Å"Iââ¬â¢ll handle from here.â⬠I knew that John and I would be best friends. He told me that the drugged saved a lot of resources that we would have exhausted in twenty years. He slyly added ââ¬Å"Plus, arenââ¬â¢t you glad we all look the same even after so many years? We returned to the cabin where he placed me back in the bed and told me to wait for him. No sooner than he left there was a loud crashing sound heard from the outer walls of the shuttle. I heard everyone screaming and shouting for help. John and Anne returned to the cabin in a state of frenzy.
